I think what "petit nez" said is right. But nethertheless there are differencies between Chinese culture and the German one.
In my opinion the German people don't care. If you ask them for help OK they will help if they can and they are normally also polite.
But if you don't ask they won't help.
Let me say it on this way:
Ru guo you pi, jiu fang ba.
Ru guo you wen ti jiu shuo.
Ru guo nin bu shuo jiu mei wen ti.
Sorry for these unpolite saying but i think this is the easiest way to explain.
Also the German people are colder than the people in China or other Europen countries like Spain or Italy.
But "NORMALLY" it is also like this when they say OK then it is OK. "Yi shuo jiu zuo."
But at least it also depends on you wether you are interested in living here or not. The differncies are difficult to discribe. The best thing is come to Germany and have a look. Get your own opinion on this way.
